Clever ruse. My guess is that it's a fake, there is likely an electrical wire running to the fan on the dirt, and the cable from the fan is powering the whole rig. Look close at the grass, you see the wire. There seem to be two sets of wires going from the board to the electric generator, the electric circuit is closed when he closes the frame.
Note, the thing he attached at the end gets Alternating Current from the faro-magnets embedded in the fly-wheels. The claim that it is 'controlling RPM' is a distraction.
The clue is that the board starts shaking when the shaft is put under strain, indicating the motor is never under strain until the attachment is powered up. Watch it shake as he turns the control on the iron.
